    Description:

    This International Standard gives guidelines for the preparation of bibliographic references. It also gives guidelines for the preparation of citations in Latin scripts in works that are not themselves primarily bibliographical. It is applicable to bibliographic references and citations to all kinds of information resources, including but not limited to monographs, serials, contributions, patents, cartographic materials, electronic information resources (including research datasets, databases, computer software and social media), music, recorded sound, prints, photographs, graphic and audiovisual works, and moving images. It is not applicable to machine-parsable citations. It is also not applicable to legal citations, which have their own standards.

    This International Standard does not prescribe a particular style of reference or citation. The examples used in this International Standard are not prescriptive as to style and punctuation.
    Annexes A and B make reference to the relevant clause(s) of this International Standard which explain the requirements for referencing or citing printed and electronic information resources. Annex C gives examples of bibliographic references that comply with this International Standard.

  8. Voted WITHDRAW with comments on Review of / Withdraw ANSI/NISO Z39.84-2005 (R2010) Syntax for the Digital Object Identifier

    Question:

    Should ANSI/NISO Z39.84 be withdrawn?

    Description:

    In accordance with NISO procedures, all review ballots are accompanied by a recommendation from the responsible leadership committee. The Content and Collections Management Topic Committee recommends a vote to WITHDRAW the standard. ISO 26324:2012 Information and documentation — Digital object identifier system is now available. Experts have noted that material covered in Z39.84 is addressed in the ISO standard, sometimes in more up-to-date ways. It would be better to coalesce efforts to keep the International standard updated rather than the ANSI/NISO one

    Comments:

    ASIST concurs with the comments of NLM and NFAIS about making sure that ISO standards are available and affordable and notes that NISO continues to maintain Z39.50 as a US National Standard even though there is an equivalent ISO version ISO3950 – If we recall correctly one of the major reasons for doing this was concern over the availability and affordability of ISO standards. With Z39.50 there was also the concern with the slow pace and cumbersome process of making changes to ISO standards and felt having that flexibility justified the maintenance of a US standard

    Description:

    This is a ballot for the five-year systematic review of the TC46 standard ISO 15919:2001 (vers 3) — Information and documentation — Transliteration of Devanagari and related Indic scripts into Latin characters.

    This International Standard provides tables which enable the transliteration into Latin characters from text in Indic scripts which are largely specified in rows 09 to 0D of UCS (ISO/IEC 10646-1 and Unicode).

    The tables provide for the Devanagari, Bengali (including the characters used for writing Assamese), Gujarati, Gurmukhi, Kannada, Malayalam, Oriya, Sinhala, Tamil, and Telugu scripts which are used in India, Nepal, Bangladesh, and Sri Lanka. The Devanagari, Bengali, Gujarati, Gurmukhi, and Oriya scripts are North Indian scripts, and the Kannada, Malayalam, Tamil, and Telugu scripts are South Indian scripts.

    The Burmese, Khmer, Thai, Lao and Tibetan scripts which also share a common origin with the Indic scripts, and which are used predominantly in Myanmar, Cambodia, Thailand, Laos, Bhutan and the Tibetan Autonomous Region within China, are not covered by this International Standard.

    This International Standard applies to transliteration of Devanagari, and to Indic scripts related to Devanagari, independent of the period in which it is or was used (i.e., for Devanagari script it can be used for transliterating text in classical Sanskrit, Hindi, Marathi, and the Vedic language, for instance).

    Other Indic scripts whose character repertoires are covered by the tables may also be transliterated using this International Standard.

For the transliteration of Slavic Cyrillic characters, tables 1 and 2 reproduce the tables published in the first edition of ISO 9:1986; for the transliteration of Cyrillic characters constituting the alphabets of non-Slavic languages, table 3 adopts the transliteration of tables 1 and 2 for all characters similar to those of Slavic languages and gives equivalents for all supplementary characters introduced in the alphabets of non-Slavic languages.

    Table 3 includes in a Single sequence, listed in the Cyrillic alphabetic Order, the 118 Single or diacritic carrying characters that appear in one or another of the considered alphabets. The list of the languages written in these alphabets is given in annex C

    ISO/TR 19814 Management of collections in archives and libraries provides guidance and recommendations to plan, implement, maintain and improve preservation of archive and library collections through:
    — recommendations and guidance for preservation planning and ongoing management of physical collections in archives and libraries;
    — procedures for managing collections in the stacks, research and reading rooms, conservation facilities, and while on exhibit and during transportation.
    — guidance and recommendations for appropriate enclosures and containers for archive and library collections.

    TR 19814 applies to preservation of archive and library physical collections of institutions and volumes small and large. It applies to all collections housed by an institution; their own collections and deposits or loans from other institutions. Some information on digital collections born digital and digitised for conservation is included for reference.’

    TR 19814 also applies to collections that are being managed by governmental agencies.

    This guidance is intended for collections that are being preserved for long-term use.

    Collections intended for long-term use need to be managed to mitigate many risks that can cause loss, including catastrophic loss from fire and floods, risks of vandalism and theft, to instability of materials, including acetate film and acidic paper. Collections management addresses the risks from a holistic perspective. It is recognised that compromises are necessary based on, among other factors, the quantity of collections in archives and libraries. The compromises can be managed when the factors of use, significance, vulnerability of the collections and the expertise and best practices from several fields are included in the decision-making process.

    TR 19814 covers specifically the operations required to manage the collections environment that are relevant to the preservation policy and plan of the institution. This includes the monitoring of climate stability, control of exposure to light, preventive cleanliness measures and cleaning of the collections storage areas.

    The conservation treatment of individual items within the collections is not covered in TR 19814.

    Description:

    This ballot is to approve a proposed new work item on the development of a Recommended Practice for for Improving Resource Access in the 21st Century.

    The primary output of this project will be to explore and recommend new infrastructure service(s) that will streamline content access protocols across the information distribution community, in order to provide a more seamless user experience for consumers of subscribed content.  Further goals are to offer greater manageability of network activity by improving the granularity of usage statistics, investigating potential alternatives to Internet Protocol (IP) address authentication, and building momentum toward testing and implementation of these alternatives in the community of publishers, system vendors, aggregators, intermediaries and libraries.

    If the project is approved, the working group would generate and support pilot tests of SAML-based authentication technologies involving the publishing and academic library communities; author a joint NISO-STM Recommended Practice on implementing one or more SAML-based approaches to providing access to subscribed content; build one or more proof-of-concept services; and deliver promotional and education plans for further adoption by the broader publishing and academic community

    Description:

    The ballot to approve the work item for ISO TC 46/SC 9 ISO 22038, Information and documentation — Description and presentation of rights information in digital collections passed on January 29, 2017. This ballot asks voters to approve the formation of the related working group.
