Provided the following Comments on ISO/CD 24517-2.4, Document management – Engineering document format using PDF – Part 2: Use of ISO 3200-2 including support for long-term preservation (PDF/E-2):1) The idea that a specialist community extends a core standard to better suit their domain requirements as engineering are doing here with reference to the use of PDF specifically for engineering documentation is well established, and is definitely the kind of thing that NISO and other standards bodies should encourage (the alternative is less interoperable domain specific standards).

    2) The extensions seem sensible and provide greater grounding for this community.

    3) From a records keeping and digital preservation standpoint obviously there are concerns that encryption is applied sparingly to electronic materials, otherwise long term access and usability is in question. While the standard allows that PDF/E2 documents are not encrypted, our specific concerns are whether or not this default will be applied by software tool developers. We know that’s not something that the standard can deal with, but its very relevant to the broader information management context.

However there are many things in the document that need to be fleshed out, issues that need to be considered, and vague language that needs to be cleared up before we believe this is ready for standardization.

    There are also some complexities of the ILL process that the document does not currently address that we believe need to be considered before this can advance to standardization. Among them are

    a) stages of the ILL process beyond the initial request that the document does not currently consider or deal with

    b) authentication issues of both the borrower and lending agencies

    It could be useful for the non expert reader to see this slightly extended to say:

    “This second edition cancels and replaces the first edition. Valid first first edition records will be compliant with the second edition of the standard.” (ie if you read this in detail its obvious, but its never actually stated anywhere that first edition records will be valid second edition records).

    2) We are concerned that there is no language in the standard specifying behavior in an Action just as Recall or Renew is not supported by the library receiving it. While this may be an unusual situation we thing language such as

    “If an action is not supported by the library receiving it, the ILL transaction remains in the state it was as if the action was never sent”

    or language to that effect be added to the document- Section 4.1 Error Data might be the appropriate place to include such language as it would then apply to any situation in which a message can not be processed by the receiving organization

    3) Not a major objection but we thing the use of the word library throughout the standard is limiting. Not all organizations participating in ILL transactions may be libraries in the traditional sense of a library. Organization or entity would be more appropriate and would help indicate that this standard is appropriate for use in many different environments
