Burton Adkinson’s book, Two Centuries of Federal Government Information (Stroudsberg, PA: Dowden, Hutchinson & Ross, 1978) contains the following brief biographical information about Miller: “Eugene Miller was recruited in 1945 by the National Advisory Committee for Aeronautics (NACA) to initiate a scientific and technical report program and to develop coordination among the NACA information services located in its laboratories. In 1951, he became a deputy director of the newly formed Armed Services Technical Information Agency (ASTIA); in 1952 he left this position to become vice president of Documentation Incorporated.
