  2. Voted YES on New Work Item Proposal ISO 18461 key indicators for museumsDescription:This is a TC46/SC8 new work item proposal to develop a new standard Key indicators for museums” .

    An International Standard “Key indicators for museums” is planned as follow-up to ISO 18461″Information and documentation – International museum statistics”. It aims at offering a broad selection of tested indicators for evaluating the performance of museums of all types and subjects.

    The measures described in the Standard should be adequate for use in the internal management, for reporting to stakeholders and, with care, for comparison between museums of similar tasks and structure.

  3. Voted YES on New Work Item Proposal ISO /TR 28118 Quality assessment for national librariesDescription:This is a TC46/SC8 new work item proposal to develop a new standard “Quality assessment for national libraries”.

    The proposed Technical Report “Quality assessment for national libraries” shall cover two purposes:
    – to revise and enlarge the collection of performance indicators in ISO/TR 28118 (2009)
    “Performance indicators for national libraries”,
    – to define and describe methods for assessing and measuring the impact of national libraries and their services.

    This ballot is to approve a proposed new work item on the development of a Recommended Practice for Tracking Link Origins in a Networked Information Environment

    Libraries strive to improve the ways in which users access their collections. Gaining a definitive understanding of where a user began his or her library experience/search before ultimately arriving at the content licensed by a library is an important factor in determining the value of a platform, how to allocate resources, etc. Publishers, recognizing that users have a number of options for discovering content, supply metadata to various discovery and abstracting and indexing vendors in the hopes of increasing the discoverability and use of the content they create and to which their customers subscribe. Publishers who wish to measure the success of their metadata programs will often turn to web log analysis to track where their users are coming from. Where links pass through link resolver channels, thus “losing” the data relative to search origin. Critical data for publishers and libraries are skewed because the origin of the users request to retrieve the document appears to come from the provider of the link resolver.

    This group will create a NISO Recommended Practice outlining the recommended approach to passing and using link origin information, a promotion and education plan, and one or more proof-of-concept services that can exchange the link origin information using the proposed approach.

    The purpose of this International Standard is to establish the specifications for the International Standard Book Number (ISBN) as a unique international identification system for each product form or edition of a separately available monographic publication published or produced by a specific publisher that is available to the public. It specifies the construction of an ISBN, the rules for its assignment and use, the metadata to be associated with the ISBN allocation, and the administration of the ISBN system.

    This edition of the ISBN standard pertains only to the 13 digit version. Since 2007 only 13 digit ISBNs have been assigned. All references to the 10 digit ISBN have been removed from this version

    This part of ISO 15489 defines the concepts and principles from which approaches to the creation, capture and management of records are developed. This part of ISO 15489 describes concepts and principles relating to the following:

    b) policies, assigned responsibilities, monitoring and training supporting the effective management of records;
    c) recurrent analysis of business context and the identification of records requirements;
    d) records controls;
    e) processes for creating, capturing and managing records.

    This part of ISO 15489 applies to the creation, capture and management of records regardless of structure or form, in all types of business and technological environments, over time.

This standard is a national adoption of the international standard ISO 12083:1994 (http://www.iso.org/iso/catalogue_detail.htm?csnumber=20866). In complete conformance with ISO 8879 (SGML – Standard Generalized Markup Language), 12083 provides a toolkit for developing customized SGML applications. Four Document Type Definitions are specified for books, serials, articles, and mathematics. Instructions for the preparation of text for the near automatic conversion to grade-2 braille and for publication in large-print and computer voice editions are included.

    Note: This does not mean NISO is abandoning SGML – NISO sometimes withdraws its version of ISO standards to avoid having to maintain the NISO standard in the event of changes to the equivalent ISO standard in order to keep the two standards in sync

    — legally reliable retention service for digital records as a source of reliable evidence during the retention periods of legal obligation in both the private and the public sector, and;
    — reliable repository service by enabling outsourcing management.

    This International Standard has the limitation that the authorized custody of the stored records is between only the TTPR and the client. TTPR Certificate of authenticity shall limit on the digital records that prove its authenticity.

    This standards is in three parts: Part 1, Part 2, Part 3 respectively. This is Part 1.

    The aim of the Principles and Functional Requirements for Records in Digital Office Environments project is to produce globally harmonised principles and functional requirements for software used to create and manage digital records in office environments. There currently exist a number of jurisdiction-specific functional
    requirements and software specifications. The project’s objective is to synthesise this existing work into requirements and guidelines to meet the needs of the international archives, records and information management community and to enable that community to liaise, in a consolidated manner, with the global software industry.

    The objectives of the project are to:

    • enable better management of records in organisations;
    • support the business needs of an organisation by enabling greater
    effectiveness and efficiency of the operations;
    • provide, through wider deployment of automated records functionality,
    enhanced abilities to support auditing activities;
    • improve capabilities to comply with statutory mandates specified in various
    information-related legislation (for example, data protection and privacy);
    • ensure good governance (for example, accountability, transparency and
    enhanced service delivery) through good management of records;
    • increase general awareness of automated records management capabilities via
    the dissemination of key principles; and
    • maximise cross-jurisdictional consistency regarding the articulation of
    functional requirements for managing records and to enable the global
    archives, records and information management community to speak with one
    voice to the software vendor community.

    The primary focus of this suite of guidelines and requirements is the creation and management of digital records. While the modules support the long-term preservation of digital records, processes to achieve this are beyond the scope of the project. It is anticipated that the application of the requirements will be global in nature. Therefore, it is impossible, given the wide juridical range of potential applications, to include detailed implementation guidelines. In addition, as the ultimate testing environment for the basis of these modules is yet to be determined, inclusion of specific software test cases or scripts was deemed beyond the scope of the modules.

    The scope of this part is limited to products that are often termed ‘electronic records management systems’ or ‘enterprise content management systems’. This part will use the term digital records management systems for those software applications whose primary function is records management. It does not seek to set requirements for records still in use and held within business systems. Digital objects created by email, word processing, spreadsheet and imaging applications (such as text documents, and still or moving images), where they are identified to be of business value, should be managed within digital records management systems which meet the functional requirements set out in this part.

    Records managed by a digital records management system may be stored on a variety of different media formats, and may be managed in hybrid record aggregations that include both digital and non-digital elements.

    This part does not attempt to include requirements that are not specific to, or necessary for, records management, for example, general system management and design requirements. Nor does it include requirements common to all software applications, such as performance, scalability and usability. Given the target audience of this document, it also assumes a level of knowledge about developing design specifications, procurement and evaluation processes, and therefore these issues are not covered in this part. Although not included in this part’s requirements, the importance of non-records management functional requirements for records management systems is recognised through their inclusion in the high-level model outlined in Section 4.2: Overview of functional requirements.

    Specifications for the long-term preservation of digital records are also beyond the scope of this part; this issue should be addressed separately within a dedicated framework for digital preservation or ‘digital archiving’ at a strategic level. These digital preservation considerations transcend the life of systems and are system independent; they should be assessed in a specific migration and conversion plan at the tactical level. However, recognition of the need to maintain records for as long as they are required shall be addressed, and potential format obsolescence issues should also be considered when applying the functional requirements.

    This part articulates a set of functional requirements for digital records management systems. These requirements apply to records irrespective of the media in which they were created and/or stored. The requirements are intended to:

    a) set out the processes and requirements for identifying and managing records in digital records management systems;
    b) set out the records management functionality to be included in a design specification when building, upgrading or purchasing digital records management systems software;
    c) inform records management functional requirements in the selection of commercially available digital records management systems; and
    d) review the records management functionality of, or assess the compliance of, an existing digital records management system.

    This International Standard specifies a format for exchange of electronic document copies between computer systems. The format includes the definition of a GEDI Header containing information about the requester, Supplier, and format of the document and relevant bibliographic information.

    This International Standard is applicable to computer systems supporting Interlibrary Loan and Document Transmission applications.

Voted YES on circulation as a DIS (Draft International Standard) of ISO/CD 20614 – ISOCD 20614 DEPIP N994Description:This is a ballot for the TC46/SC4, ISO/CD 20614, Data Exchange Protocol for Interoperability and Preservation for approval for registration as a DIS in accordance with 2.5.6 of part 1 of the ISO/IEC Directives

    This document gives a standardized framework for the various information exchanges (data and its metadata) between the repositories and their partners. Interchanges between several repositories (repositories integrated in organizations, public repositories, storage service suppliers) will also be considered. The aim of this standard is to promote the interoperability between the information systems of these actors and thus facilitate a better harmonization of software developments.

    This standardization work resulted in activity diagrams and data models according to the UML standard, as well as in message definitions according to XML schemas.

    This standard presents useful elements for building applications or additional application modules upstream and downstream of the messages. In particular, it defines the necessary data handled by these systems. This information will then be used to generate or to receive messages, by mapping between the model of the relevant databases and the XML schemas of the transactions envisaged in this standard.

    The described standard is generic and adaptable to all types of information, in a paper or born digital format.

    The situations that are covered in this standard include the Transfer, the Delivery, the Disposal, the Modification, and the Restitution.

    The standard defines scenarios that Repositories and their partners use to exchange information in the framework of the transactions mentioned above. It also proposes an implementation framework using the XML formalism to write the messages that are exchanged during the scenarios.

    The data exchange protocol is intended in particular for:

    a) producers, in order to complete/improve their business applications;
    b) repositories, in order to standardize Data Objects reception and delivery and to support for instance the development or the improvement of multi-site consultation portals;
    c) software systems developers in order to enable interoperable data exchange processes between Repositories and their partners;
    d) third parties supplying exchange services working for Originating agencies and who can be required by these Originating agencies to transfer documents to Repositories;
    e) storage service suppliers.

    Actors with a managerial role will be able to rely on this standard to:

    a) define their interoperability processes for preservation or align their already existing interoperability processes with best practices
    b) organize the interoperability processes for preservation
    c) control the creation and management of metadata, whatever are the descriptive models used.

    The standard is limited to information exchanges between the Repository and its partners. Internal organization of the actor’s information systems is also excluded. Information received in conformity with the data exchange model is destined to be handled by various components. The components, however, are not the object of this standard.

    The standard does not specify:

    – records management process;
    – how messages are supposed to be transferred and exchanged between the actors1;
    – how digital Data Objects are transferred with the message (packaging format);
    – the precise list of the accepted formats of the electronic files transferred by a Transferring agency to a Repository;
    – the naming conventions that can apply to the messages themselves;
    – the information descriptive model2;
    – the implementation specifics3;
    – the methods to dispose Data Objects4;
    – data recovery, that is to say, the full restitution of the concerned information in a reusable way and as contracted;
    – exchanges between a Control authority and another Control authority;
    – features for information retrieval.

    All these aspects shall be negotiated by the actors of the exchange and shall be determined by the Exchange process agreement between the actors when initiating the process.

    The impacts of major risks (for instance disappearance or inability of an actor) are also excluded from the scope of the standard.

  19. Provided the Following Comments on the ISO 3297-2007-ISSN Revision:ASIST agrees with other commenters that this both a confusing vote and not a minor revision to the standard.It’s unclear what providing no comments implies. If it implies agreement with the removal of the text that says assignment of ISSNs is free that is a significant change to the standard even if there is no plan to charge for assignments at this time. It leaves open the possibility of charging in the future and thus we feel that requires a substantive vote for approval or not and not merely an opportunity to provide comments especially since it’s unclear exactly what effect any comments would have on the future of the ISSN standardComments provided by Timothy Dickey, Marjorie Hlava, and Mark Needleman

Voted APPROVE on Technical Content of ISO/DIS 2108 (Ed 5) – with the following comment:ASIST believes that some reference to the 10 digit ISBN should be included in the new version of the standard even though they are no longer being issued. This should be done both for historical reasons to explain why this has happened and also because there is till a ned to calculate the check digit for the 10 digit ISBN so that algorithm should also be included so people don’t have to refer to older versions of the standard in order to get the algorithmComment provided by Mark NeedlemanDescription:

This International Standard is applicable to monographic publications (books) not to textual works (content). Monographic publications include individual sections or chapters where these are made separately available and certain types of related products that are available to the public irrespective of whether those publications are made available for sale or on a gratis basis. Examples of applicable and non-applicable products are provided in Annex A.

    NOTE More detailed, operational guidance is provided in the latest version of the Users’ Manual available from the Registration Authority for this International Standard (see Clause 7).

Voted YES on SHORT TURN-AROUND BALLOT – Regarding current draft of DIS of ISO 3901Question Posed by Vote:Do you agree to instruct the TC46/SC9 Secretariat to submit a derogation request for ISO 3901 to the ISO TMB to be able to include the following mention of Registration Agencies?Description:

    “In consideration of the decision by WG 10 (ISRC) that the current draft of DIS of ISO 3901 should include a reference to “Registration Agencies” Furthermore, as the ISO TMB’s current policy on Registration Authorities (RAs) is provided in the TMB “Registration Authorities — Guidelines to Committees” in Clause 6 b) v under Drafting standards with RAs, is as follows:

    “v. The reference to any third parties (e.g. national or regional sub-entities or “Registration Agencies”) to which the RA may delegate or assign part or all of its responsibilities must not be included in the standard. An integral part of the role played by the RA is to manage and oversee the entirety of the registration structure for a particular standard. The RAA specifically states that a RA must obtain permission before it can use other third parties to fulfill its obligations. Where this permission is granted, the RA maintains responsibility for ensuring that the third party/parties comply with the RA’s obligations.”

    While the final text of the DIS has not been approved, should the reference to Registration Agencies remain part of the draft moving toward publication (see B.3), this inclusion in the final publication of ISO 3901 will require a special derogation from the TMB secretariat like the case for ISBN. To initiate this request for derogation process to be able to include the mention of Registration Agencies, an affirmative support ballot of the SC is required. It should be noted that the act of the TC46/SC9 Secretariat making the request does not ensure that the TMB will approve such a request.”

    Do you agree to instruct the TC46/SC9 Secretariat to submit a derogation request for ISO 3901 to the ISO TMB to be able to include the following mention of registration Agencies (as actually presented in the ISO/DIS 3901) if this document is approved by the TC 46/SC 9 membership:

    This part of ISO 11940 provides a specification for the conversion of Thai characters (or the transliteration of Thai obtained from ISO 11940:1998, written here ) into a broad phonetic transcription. The results of the application of the rules of this part of ISO 11940 are written here [in italics between square brackets]. Since some vowels in Thai are written before the consonant which they follow in speech, text needs to be processed before the conversion takes place. The preposed vowels เ- , แ- , ใ- , ไ- , and โ- are to be placed after an initial or an initial cluster so that the phonotactics of the transposition will behave the same way in the languages that make use of the Latin script. The transcription obtained using this part of ISO 11940 cannot be converted back to the transliteration which usually can be retransliterated to the Thai characters. Certain Thai words can have more than one reading depending on its meaning in a certain context. It is best for a transcriber to have a knowledge of the Thai language. The simplified phonetic transcription system devised here aims to be done automatically by machine with minor assistance of human beings to select the correct transcription in relation to its meaning provided that pronunciation rules can be written in computer algorithm. A human decision is needed in instances where a word has more than one choice of phonetic transcription.

These standards give rules to identify, describe, index, classify, access, select, exploit, communicate, exchange and preserve, both paper-based and digital information.

    Standardization in the field of information and documentation impacts various professional communities and industries. Standards for paper-based information evolve to meet the changing requirements for retention, dissemination, marketing, sales, archiving and digitization. Digital-born information changes rapidly along with the technology that produces and distributes it. These trends are reflected in the expertise of and the work undertaken within TC 46 sub-committees. Einformation is increasingly networked and sought on systems using a variety of formats and storage media. The different methods, formats and media through which information is accessed and transferred cannot be considered in isolation but must address system-wide interoperability.

    TC 46 standards focus on issues faced by libraries, archival institutions, information centres, museums and the commercial supply chain in discovering, describing, preserving, storing and analyzing information whether that content is textual, graphical, audio, video or multimedia based. Getting the information about a resource (metadata) correct is critical for navigating repositories, maximizing discoverability and optimizing marketing and revenue opportunities. TC 46 standards also affect organizations, content industries, and media
    production. These standards are used widely by people who look for a book or search for an article, by students in information science, by linguists and translators, by archivists, by indexing and abstracting services, by discovery tools, by retailers and aggregators.

    ASIST believe that application of a standard can greatly improve the operations of different entities in this field, but fear that the standard as presented here does not address in adequate detail the complexities of constituent parts within longer musical “works.”
    Appendix A.1.9 states that, “A recording whose parts can be exploited separately may be assigned an ISRC as a whole and its components may also be assigned an ISRC.” and offers as a simple example a recording of a Beethoven symphony recording which has one ISRC assigned for the complete performance and four separate identifiers in addition for the four movements. However, ASIST would hope to see more guidance as to the recommendations about use cases for assignments, considering the different needs of communities of practice this would affect: a recording industry which in different cases (live vs. studio recordings) may have different definitions of a “complete” recording session; library & information system users who have different needs to identify the complete set of movements or an excerpt as the “work” desired;

It provides and identification data element for applications that record and exchange information about textual works and related manifestations. For example, the ISTC can be used for the purposes of collocating subsequent manifestations of the same textual work or derivations of the same textual work in applications involving electronic rights administration or information retrieval.

    The ISTC is not applicable to manifestations of a textual work, including any physical products (e.g. a printed article) or electronic formats (e.g. an electronic book). Manifestations of textual works are the subject of separate identification systems.

    The allocation of an ISTC to a textual work gives no meaning or value as legal evidence regarding the copyright status of, or any intellectual property rights in, the textual work.

    Comments:

    Within Anglo-American cataloging rules, there is a certain need for more robust systems dealing with different bibliographic relationships.

    The main problem that ASIST sees is that of bibliographic relationships: how to visualize and express the different possible networks of textual (conceptual) works, and their different manifestations in print or digital form. Annex E offers models for some of the different networks of relationships, but has to admit in its opening that the models are “not normative,” and that “in some cases, it is possible to choose between two alternative structures.”

    In the Anglo-American library world, the theoretical model of FRBR and its practical application in the cataloging standards of RDA have tried to clarify these kinds of relationships, but the models in Annex E offer only partial and non-normative adherence to the library bibliographic model. ASIST believes that the ISTC can be applied within the U.S. cataloging world, but that there may not be enough benefit to achieve buy-in.

    In addition, the publishing world tends to operate (ASIST believes) along subtly different models of relationships, with the physical manifestation being much more important to systems applications, even when considering copyright. Here, too, ASIST is not convinced that the community would use the new standard number authority

    TR 19814 also applies to holdings that are being managed by governmental agencies. TR 19814 includes procedures for managing holdings in the stacks, research and reading rooms, conservation facilities, and while on exhibit and during transportation.

    Guidance and recommendations for appropriate enclosures and containers for archive and library holdings are included. The guidance is intended for holdings that are being preserved for long-term use. Holdings intended for long-term use need to be managed to mitigate many risks that can cause loss, including catastrophic loss from fire and floods, risks of vandalism and theft, to instability of materials, including acetate film and acidic paper.

    Holdings management addresses the risks from a holistic perspective. It is recognized that compromises are necessary based on, among other factors, the quantity of holdings in archives and libraries. The compromises can be managed when the factors of use, significance, vulnerability of the holdings and the expertise and best practices from several fields are included in the decision-making process. This Technical Report (ISO/TR 19814) covers specifically the operations required to manage the holdings environment that are relevant to the preservation policy and plan of the institution. This includes the monitoring of climate stability, control of exposure to light, preventive cleanliness measures and cleaning of the holdings storage areas.

    The conservation treatment of individual items within the holdings is not covered in TR 19814.

    This is a TC46/SC4 ballot for ISO/DIS 20614, Data exchange protocol for interoperability and preservation. The ISO ballot does not officially open until September 7, 2016, however the draft standard is distributed in advance to allow for local translations. We are opening the NISO ballot now to allow a longer period of review.

    DEPIP specifies a standardized framework for the various data (including both data and related metadata) exchange transactions between an Archive and its producers and consumers. Interchanges between archives (including archives integrated in organizations, public archives, storage service suppliers) are also considered. The protocol is generic and may be adapted to all types of information, whether printed or in a born digital format.

    The protocol defines five transactions (Transfer, Deliver, Dispose, Modify, and Restitute1) which Archives and their partners may use to exchange data objects. The protocol specifies also an implementation framework using the XML formalism to write the messages that are exchanged during the protocol transaction (refer to the associated XSD Schema). The protocol specifies the syntax and semantics of these messages.

    This information shall be used by the implementers for development of applications which may generate and / or receive protocol messages.

    DEPIP is intended in particular for:
    a) Commercial software vendors, in order to complete/improve their applications;
    b) Archives, in order to standardize ingest of Data to be preserved and access to archived Data, and to facilitate the exchange of Data between Archives;
    c) Application programmers, in order to enable interoperable data transactions between Archives and the information systems they are developing;

    The International ISSN Center has nominated Ms. Gaëlle Béquet as convenor of the working group. Ms. Béquet was appointed as Director of the ISSN International Centre in 2014. She has previously worked as International Officer and ICT specialist in academic libraries. She holds a PhD in library and information science from University Sorbonne Nouvelle.

    This International Standard gives guidance on the keeping of national statistics to provide standardized information on various aspects of the production and distribution of printed, electronic and micro-publications (essentially books, newspapers and periodicals). In addition, this International Standard provides recommendations on subject classification (see Annex A).

    This International Standard is not applicable to the following types of publication:

    a) publications issued for advertising purposes, where the literary or scientific text is subsidiary and where the publications are distributed free of charge, including
    1) trade catalogues, prospectuses and other types of commercial, industrial and tourist advertising, and
    2) publications advertising products or services supplied by the publisher, even though they might describe activities or technical progress in some branch of industry or commerce;

    b) publications considered to be of a transitory character; typical examples are
    1) timetables, price-lists, telephone directories,
    2) programmes of entertainments, exhibitions, fairs,
    3) company regulations, reports and directives and circulars,
    4) calendars, and
    5) electronic texts under development;

    c) publications in which the text is not the most important part, including
    1) printed music documents where the music is more important than the words, and
    2) maps and charts (with the exception of atlases), e.g. astronomical charts, hydrographical and geographical maps, wall maps, road maps, geological surveys in map form and topographical plans.

    This part of ISO 25964 gives recommendations for the development and maintenance of thesauri intended for information retrieval applications. It is applicable to vocabularies used for retrieving information from all types of information resources, irrespective of the media used (text, sound, still or moving image, physical object or multimedia) including knowledge bases and portals, bibliographic databases, text, museum or multimedia collections, and the items within them.

    This part of ISO 25964 also provides a data model and recommended format for the import and export of thesaurus data.

    This part of ISO 25964 is applicable to monolingual and multilingual thesauri.

    This part of ISO 25964 is not applicable to the preparation of back-of-the-book indexes, although many of its recommendations could be useful for that purpose.

    It does not define the length or the content of individual records and does not assign any meaning to tags, indicators or identifiers, these specifications being the functions of an implementation format.

    This International Standard describes a generalized structure, a framework designed specially for communications between data processing systems and not for use as a processing format within systems.

    Description:

    TR 19815 “Environmental management for archive and library collections” provides information on recent discussions and changes in recommendations and guidance on environmental management within the cultural heritage field. Conservation research on preventive methodologies and passive control provided by specific construction methods and renovations, developments in technology for controlling the environment, and energy and climate change issues are included.

    TR 19815 is intended for archives and libraries and other institutions with large volumes of collections that are based on paper. It is significant to recognise that archives and libraries also have collections that include film, magnetic media, leather, and other organic, inorganic or composite materials. These institutions have a unique challenge of extending the lifespan of these materials for access and use in the present and for future generations. The environment plays a key role in extending the lifespan of all of these materials.

    TR 19815 is intended for use in preservation planning and ongoing environmental management of permanent storage conditions for archives and library collections and applies to all collections being permanently stored for an institution.

    This voting pool is to approve the publication of the revised standard NISO Z39.99-201x, ResourceSync Framework Specification V1.1, as an American National Standard.

    The purpose of this standard is to describe a synchronization framework for the web consisting of various capabilities that allow third-party systems to remain synchronized with a server’s evolving resources. The capabilities may be combined in a modular manner to meet local or community requirements. This specification also describes how a server should advertise the synchronization capabilities it supports and how third-party systems may discover this information. The specification repurposes the document formats defined by the Sitemap protocol and introduces extensions for them.

    This revision addresses problems related to the conflation of last modification date of a resource and the datetime of notification of a change to the resource.
