NISO Publishes Revision of the Transfer Code of Practice (Version 5.0)
The National Information Standards Organization (NISO) is pleased to announce the publication of the revised Transfer Code of Practice (Version 5.0), NISO RP-24-2026.
The Transfer Code of Practice is a NISO Recommended Practice that ensures continuing access to journals when titles are transferred from one publisher to another. Compliance with the code not only helps publishers make journal content easily accessible to librarians and readers when there is a transfer between parties, but also enables the transfer process to occur with minimum disruption to manuscript submission and production processes. This revision addresses community needs around the transfer of open access titles and refines language to provide more clarity to readers.
In addition to reviewing and revising the Transfer Code of Practice, the Transfer Standing Committee maintains the Transfer Alerting Service, which is hosted by the ISSN Centre and facilitates communication about journal title transfers. Over 90 publishers have endorsed the Transfer Code of Practice since it was first established as a NISO Recommended Practice in 2015.
The Transfer Code of Practice Version 5.0 is freely available on the NISO website: https://niso.org/standards-committees/transfer

Slide presentations from NISO Plus Baltimore
Slides from the February 16–18, 2025 NISO Plus conference in Baltimore are now available! Presentations cover a range of topics, including trust markers for research integrity, open research infrastructure, access and authentication, cross-industry collaboration, and of course, AI in scholarly communications.
One of the highlights of the conference program was the February 16 preconference day, which offered two very timely half-day sessions on AI in publishing. Slide decks from each have been posted to the repository, and they're well worth checking out if you want to get an idea of some of the AI-related challenges publishers and libraries are currently grappling with.
The first preconference, Keeping the Robots in Line, explored approaches to managing AI access to content, and the second, Tracking Usage in the Age of AI, addressed challenges in assessing impact from usage driven by agents and bots. Several presentations from the third preconference, JATS-Con 2026, are also available, including Mark Gross's "Deep XML Modeling at Scale: Consolidating 80 Years of Legacy Content into a Unified, Standards-Driven Platform."
Slides from some of the breakout sessions scored highest in the post-event survey are also included:
- Discovering the Future Discovery Pathways: Understanding the Journeys, Stumbling Blocks, and Solutions for Humans (and Machines)
- Headless Scholarly Infrastructure: The Hard Questions about Access, Identity, and Standards Nobody's Answering Yet
